Ashimori Industry plans to meet growing demand for pipe rehabilitation
Toyoda Gosei Group Company Builds New Plant for Sewer Pipe Rehabilitation Materials
Kiyosu, Japan, October 2, 2026: Toyoda Gosei Co., Ltd. group company Ashimori Industry Co., Ltd. is building a new plant in Shimotsuke, Tochigi, Japan to manufacture liner materials for rehabilitation1 of underground pipes. The company aims to address the issue of aging water and sewer pipelines in Japan and grow its business as a member of the Toyoda Gosei Group.
The new plant will have production lines for both the liners used in a new method of pipe rehabilitation (PALTEM L-UV)2 and liners used in conventional methods. It is scheduled to start operations in the first half of 2028. The new construction method is expected to reduce costs through labor savings. The liner also cures rapidly, which can reduce construction time by approximately 30% compared to conventional methods for standard diameters. Moreover, since the curing time is not affected by outside temperatures, the company will leverage the system’s advantages in cold-weather construction to increase sales in the Kanto and Tohoku regions and Hokkaido.

1 The generic term “pipeline rehabilitation” refers to a construction method in which a new, rehabilitation pipe is formed on the inner surface of an existing pipeline. The pipes are accessed via manholes. In contrast to conventional civil engineering work such as pipe replacement, this method does not require excavation, allowing for lower costs and shorter construction periods.
2 The new method (PALTEM L-UV) is a pipe rehabilitation method that is safer and easier to perform, in which a tough GFRP is formed on the inner surface of an existing pipe. It minimizes heat sources by using UV curing and helps to reduce boiler trucks and address challenges associated with labor shortages and worker skill levels. It is also better for workers and the surrounding area.
